A Delaware County woman is facing criminal charges for allegedly attempting to register deceased and fictitious voters, prosecutors announced Thursday.
Jennifer Hill, who worked as a paid canvasser for the New Pennsylvania Project, has been charged with 40 criminal counts, including four felony forgery charges, following an investigation into suspicious voter registration activities.

According to prosecutors, Hill submitted over 300 voter registration forms through a state-authorized application, with 129 of these submissions later determined to be invalid. The investigation revealed that Hill allegedly attempted to register three deceased individuals, including her deceased father, and created a fictitious registration using her grandmother’s name with an altered birth date, as reported by The Philadelphia Inquirer.
While no fraudulent votes were actually cast, the case has sparked renewed debate about voter registration protocols and oversight of organizations connected to Democratic initiatives.
Delaware County District Attorney Jack Stollsteimer’s office led the investigation, marking the first voter fraud case related to the 2024 election in the county.
In a separate but related development, authorities also charged Philip Moss, 84, with double-voting in both Florida and Pennsylvania. Though Moss’s case involved one fraudulent ballot, Hill’s alleged widespread registration attempts have garnered more attention.
Delaware County election director Jim Allen emphasized the significance of these cases, stating, “Let this pair of cases send a message out there that no matter how busy we are … we are attentive to the signs of fraud.”
Investigators found that between April and September 2024, Hill attempted to register 310 individuals through a Pennsylvania Department of State application. Of these attempts, 181 registrations were processed while 129 were rejected.
The state’s verification process requires specific information, including driver’s license details and partial social security numbers. When the system cannot verify registrants, the election office sends Help America Vote Act (HAVA) letters requesting additional verification information.

The investigation began when officials noticed multiple registration attempts from Hill featuring variations of the same names with different addresses and email accounts. Further inquiry revealed her attempts to fraudulently register at least four individuals, including her deceased father, grandmother, an unidentified person, and someone who died in her residence in 2011. Of these attempts, only one registration successfully passed through the state system.
Hill was arrested and arraigned on December 19, currently held in Delaware County Prison after failing to post bail. Court records show no listed legal representation for her defense.
Stollsteimer indicated that the investigation remains active, with authorities continuing to examine the names Hill attempted to register.
